President Muhammadu Buhari should be ready for a probe on arms purchase by his government if former Vice President Atiku Abubakar wins next year’s presidential election.
Atiku personally served notice of the probe yesterday while featuring on BBC Hausa Service.
Although the former vice president hailed the Buhari administration for checking the security challenge in the Northeast, he expressed disappointment that the insurgency has taken this long.
He wondered why the military has been unable to defeat the terror sect, Boko Haram, after much expenditure on arms.
He also shed light on his exit from the ruling All Progressives Congress (APC).
“I want to be the president of Nigeria because I would be able to do things I could not do as vice president,” Atiku said.
“I will investigate how the government was unable to defeat Boko Haram for years. I will also investigate the procurement of arms bought by this administration.
“Eight years after, Nigerian government is still fighting Boko Haram whose members are not professionally trained.”
Atiku spoke against the background of the ongoing spat between the Presidency and the National Assembly over Buhari’s payment of $496million for the purchase of 12 Tucano military aircraft from the United States of America before seeking the consent of the National Assembly.
Both chambers of the National Assembly are up in arms against Buhari on the matter, saying his action breached Sections 80 (1-4) of the 1999 Constitution.
On anti-corruption figh, Atiku said his approach would be different from Buhari’s who, according to him, is protecting some of the people that should be prosecuted.
His words: “there are people who are untouchable, they are doing things that are not in order but they are being shielded by the government.
“If elected Nigeria’s president, my administration will not spare anybody. When I was in power, none of my relatives or friends was found wanting.”
He recalled the role he played in the establishment of the Economic and Financial Crimes Commission (EFCC).
“I was the person that sourced for the takeoff funds for the EFCC,” he said.
Asked about his purported ban by the US government from visiting the country, Atiku said: “I requested for visa, they said it is under administrative process.
“I’m not desperate to travel to America. I don’t have any investment there. The house I bought for my wife years back, she sold the house.
“I don’t have anything to do in America. It’s my tradition, I buy houses for my wives but for me, I don’t need it.”
He said the ‘ban’ would not in any way affect his ambition to rule Nigeria.
“It’s not by going to America that qualifies one to be a president; it’s not in our Constitution,” he argued.
He said youths would be favoured by him if he becomes president as 40 per cent of his ministers will be young Nigerians.
On why he dumped the APC, Atiku said: “”The APC started on a wrong footing after President Buhari assumed office.
“After 2015 general election, I met the president. I told him the activities of the party had been crippled and there was a need for restructure.
“Also, the way the government was being run; I made my suggestions but it seemed they were deemed not important to them.
“I said to him, if things continue like this, I will quit but Buhari  ignored it.”
Atiku resigned from the APC last November to rejoin the Peoples Democratic Party (PDP) on which platform he became vice president in 1999.

Whistleblowers

No fewer than 8,000 whistle blowers were recorded by the Federal Government in the last one year, the Presidential Advisory Committee against Corruption ( PACAC ), has said.
Executive Secretary of PACAC, Prof. Bolaji Owasonoye, told our correspondent in New York that the whistle blower’s policy had succeeded resoundingly.
Owasonoye said: “Just a few weeks ago, PACAC, in collaboration with Federal Ministry of Finance, looked at one year of that policy.
“We looked at what has worked, where it has not worked very well, what we can improve and it came there that the policy has been resoundingly successful.
“That doesn’t mean we shouldn’t review where we were, which was what we were doing at that event. Over 8,000 whistles received, some of it have yielded very good results.
“We also looked at the fact that the policy is not directed at pursuing cash recoveries only. But at misgovernance, abuse of power, position, violation of regulations and all that. The policy covers everything”.
The scribe said the policy had been a stop-gap measure, pending the time it gets a legislation.
Owasonoye also explained that a whistle blower might not get up to five per cent of the recovered loot, if the amount is very huge.
He said: “The truth of the matter is that the parameters have never been varied. PACAC prepared the whistle blower’s policy.
“The policy states that a whistle blower who gives a whistle that leads to cash recovery can earn up to five per cent of the amount recovered. Indeed, there’s a scale.
“The higher the amount that is recovered, the lower that you get. But if your whistle leads to the recovery of a lower amount, you can get the maximum of a five per cent.
“So there’s never been problem, just that the public didn’t understand how this policy is supposed to operate. So there’s a scale. So if you blow the whistle and something like a billion naira, you can earn up to the five per cent.
“If it’s above a billion, under five billion, you get may be up to 2.5 per cent or four per cent; it’s graduated. And all over the world, that’s the way it is.
“When your information leads to a very high recovery, the amount goes down. There’s been no dispute about people getting what is due them”.
He said of the 8,000 whistles received, not all led to recoveries or were credible, adding however, government is not offended because when citizens give information, the government has a duty to try and investigate.
“You never can tell when what you’re pursuing will lead to something significant, so you can’t afford to ignore.
“That’s why the whole whistle blower arrangement, all the law enforcement agencies are part of it and investigations can take a little while,” he said.
He said to reassure whistle blower, there would be an agreement signed with the Attorney-General Office, indicating all one is entitled to from the recovery and deciding how the money would be paid.
“And that’s why over one year, nobody’s identity has been blown, which shows you that the mechanism for blowing whistle and receiving whistle and investigating is credible.
According to him, there is no controversy as to the payment to the whistle blower for the recovery of the 43 million dollars cash in Lagos.
“Sometimes when people bring information, they think they are the first and only person to give information whereas law enforcement agencies may actually already have information on that issue and might have been working on it.
“All of these are things that need to be clarified by investigation and that appears to slow down the process. But there’s no controversy as to what people are entitled to.
“The top limit is five per cent. Indeed, the policy itself says that the government may pay an amount lower but no more than five per cent,” he said.

Breakfast, gain WEIGHT

People who skip breakfast are more likely to gain weight and have larger waists, according to a U.S. study published online recently.
The study, led by Kevin Smith from Mayo Clinic in the U. S., shows that 26.7 per cent of people who skipped breakfast were obese, compared with 10.9 per cent of those who ate it frequently.
Besides, those who never ate breakfast self-reported the greatest weight gain over the past year, said the study titled “Frequency of Breakfast Consumption, Obesity and Weight Gain.”
The study traced the breakfast habits of 347 people from 2005 to 2017.
The subjects, aged from 18 to 87, were measured for their height, weight, waist and hip circumference.
Participants, who needed to have the same breakfast routine for two or more years, reported their frequency of breakfast.

They were coded as “infrequent” if they had breakfast one to four times a week, and “frequent” if they had it five to seven times a week.
The study also found that those who missed their breakfast had an average waist of 97.5 cm, 9.8 cm larger than those who had it five to seven times a week, even when age, gender and body mass were considered.
“Infrequent breakfast consumption is associated with indices of central obesity and weight gain, with these associations being more evident in individuals who never eat breakfast,” the study said.
“Our findings on healthy adults are consistent with prior observations in the young, corroborating the concept that regular consumption of this meal is an important and independent contributor of healthy weight at all ages,” it added.

Dr. Mojisola Yaya-Kolade, a chieftain of the All Progressives Congress (APC), is a governorship aspirant in Ekiti State. She spoke with reporters in Lagos on her chances at the primary and the preparations for the July 14 poll. EMMANUEL OLADESU was there.
Why do you want to be governor of Ekiti?
I am bringing a lot into the race, in terms of professional experience, entrepreneurship experience and the passion for the people. I have been a business woman, an employer and a supporter of charity. I empower women and youths; widows who are taking care of their children, artisans and peasants who are in apprenticeship, but who cannot provide for themselves. I have an NGO, the Christiana Ebenezer Kolade Foundation.
There are many aspirants in the race. What gives you the confidence that you could defeat people like Dr. Fayemi and Chief Oni at the primary?
If the incumbent was that good, he wouldn’t be defeated in the first place.  That’s my opinion. I am a woman. I have done a lot of things internally and locally. I have created jobs. That’s what the people of Ekiti actually needs. There is a huge unemployment rate in Ekiti. College and university graduates are driving Okada. That is not a pleasant sight. Providing job is going to give me an edge. I believe in women empowerment. Any country that wants to succeed now cannot dismiss the place of women in politics and governance. That is part of the Millennium Development Goals (MDGs). That is very important. There is no need to create inequality between men and women. In 1995, the Beijing Conference recommended an affirmative action on women participation. The youths who are jobless are in the same ages with my children. I need to cater for them. We have plans on how to actually create these jobs.
How are you trying to reach the people at the grassroots?
I can into politics for the purpose of empowerment for the people. I have been involved in Ekiti in the last five years. I saw the hospitals. I saw the schools. In the schools, there are no books. The hospitals are not habitable for human beings. We have glorified clinic s which we call hospitals. That is not acceptable.  These are things that need to be repaired. I am a business women, a nurse, a pharmacist, a consultant in medicine. I and my husband own the only privately owned facility in the whole of Connecticut. In Nigeria, I am also a farmer. I have over 300 hectares of farm land. We need to explore our natural resources. It can be done in Ekiti for the benefit of our people. This is how to increase the IGR from the ridiculous level that it is now. We cannot be expecting allocations from the Federal Government. We need to make money. If Lagos can do that, we can do it in Ekiti. We have land for mechanized farming.
What support have you gotten from the womenfolk?
Huge. A momentum going on. They were enthusiastic. They were actually looking for a woman to come out. They were not sure they would get somebody. When I declared and I told the Acting Chairman, women were excited. It was a welcome development to them. I know their plight. I am working with the women and the youths. They are happy that I am in the race, a mother, an intellectual and a highly compassionate woman.
How popular are you with the delegates who will select the flag bearer?
I will say Iam popular. I am the only woman. That o=is unique. I am a woman in the sea of men. I am not a stranger to them. In the last eight years, I have been very active among the women. In Ekiti North they know me. With the women and youths, we have the support. So, we are ready.
The South is agitating for zoning. What is your position on the rotational governorship?
I won’t necessarily support rotational governorship. I believe the best candidate; the most qualified person should emerge. Zoning is a problem. When it is adopted, that means the leaving out the most qualified candidate for the less qualified. A state is a state. That is the problem we are having in our country; sectionalism, tribalism. The most qualified person should emerge, either from the North Central or South.
What is the strength of your party in relation to the ruling party which has the power of incumbency?
The power of incumbency failed in the past. It will fail again this time. At the federal level in the last election. In the last Ekiti governorship election, it failed. It will fail again. All you need is a qualified candidate, who is capable, and the people actually believe in the person. If they trust you and they now you will deliver, people are not stupid. They are intelligent. Even, the illiterates know what is good for them.
Judging by your experience, what is your assessment of how politics is played in the United States and Nigeria?
That’s is a big question. I wished we were there. But unfortunately, we are not there. It took them 200 years to get to where they are. We are only a country of 57 years. We are going to be 58 years. So, we are a young country. It took them a lot of time to gain experience. We are growing. We are getting better by the day. People know that their votes count. They know their vote is their power. In the past, we didn’t even see women aspiring to the position of governor. The last we had was the State of Taraba that failed. There is a woman in the race now in Ekiti. Moji Yaya-Kolade is going to be the next governor of Ekiti. I am very confident.
Why are you starting politics at the level of governor? Why not start with the House of Representatives or the Senate?
This question has been asked before. Governor Fashola did not start from the Senate. Fayemi started as governor. Aregbesola started as a commissioner. When you have the acumen, you can take up the challenge. I have done some things for my life before. The questions we should ask are what contribution have you have to humanity, what have you done before? A lot of people just got to the position without all these. And that’s why there is failure. If everybody will have to crawl, the former governor of Lagos, Asiwaju Bola Ahmed, would not have got to the present level. He left the Senate and became the governor. I don’t know why people are asking this question. Is it because I am a woman?  We all went to school. I have done it in private life; I will do it again in public life.
What are you running for governor in the APC?
I was involved in politics in the Diaspora. I was involved in the PDP. I was trying to see what they were doing. Immediately I came back to Nigeria, I saw that I could not continue with them. I was actually a woman leader in the PDP, in the Diaspora. I got to Nigeria and saw the actuality on ground and discovered that the PDP is not my kind of party. To work for the people, to work for the welfare of the people, I chose the APC. I have always contributed to the development of the party. I supported Fayemi regime in Ekiti State. It is not by our power that we are where we are. It is by the grace of God. I have four professions, degrees, certificates in America, Nigeria. There is need to ive back to mu=y community and my people. I have been involved in charity when I was 16 years old. It is my way of life. I just need a bigger ground to do what I have been doing for the people.
Politics is expensive and Ekiti is not an exception. How prepared are you for the challenge?
We have been spending money. And we are still going to spend. You spend because there is a reason to do so. You believe there is need to change some things. You put your money where your moth is. If you are ready to serve and you are not ready to spend a dime of your money, then, you are not serious. There is nowhere in the world where money is not involved. The only difference is that the way people contribute in the western world is not the way people contribute in Nigeria. In United States, people support the candidate after he has emerged. My husband is supporting me. It is encouraging.
Do you have a godfather?
I have. God is my godfather.
What are the conditions that may make you to step down from the race?
Never. The answer is never. I am not running for the deputy governor. I am running for the governor of Ekiti State because I have my own ideas, I have my own agenda. I have thought about it over the years. I did not just stumble on it. I am thinking about how I can make a big difference. And I have been making a big difference. I want to make a big difference on a bigger platform.
What is your Plan B?
I have my business. I am fully engaged. I am a very busy woman, professionally. I am an entrepreneur. So, I am not stepping down.  No compromise.
What should Nigeria do to turn around its politics?
Corruption should be tackled. Women participation in politics should be encouraged. A society that is putting its women in a corner is actually hurting itself. If you put a woman forward, he would introduce policies that will improve the lives of women, the youths. They know how to manage the home. Look at Margret Thatcher. The Iron Lady. In the British history, she ran three times, change the face of the economy and the country. From 1853, she was the longest serving prime minister. Angela Marcus of Germany. Serlef Johnson of Sierra Leone. Very excellent. In Nigeria, we have suppressed our women too much. We are actually hurting this community. The moment our en recognise the quality of women, that is when our politics will improve. We have many competent women in the country who can do it.

Dead or Alive? This is one inquiry numerous Nigerians and non-Nigerians alike will request a response to in the days and even a long time ahead as they consider the destiny of the 113 Chibok schoolgirls left in Boko Haram bondage.

The crisp debate over the missing young ladies was started yesterday, unexpectedly, the fourth commemoration of their snatching, by a Nigerian columnist with connections to the fear organization.

Ahmad Salkida, who had been reached in the past by government to help in arranging the arrival of the young ladies, said just 15 of them are as yet alive.

Salkida, in a progression of tweets, said his examinations spreading over three months demonstrated that a large number of the young ladies kicked the bucket from cross flames and bombardments of the security powers that were expected to safeguard them.

"I lament to state here that exclusive 15 out of the 113 #Chibokgirls are alive today, in view of my examinations over the most recent three months," he said.

He said even the 15 have been offered.

The Defense Headquarters, which is co-ordinating a military activity to safeguard the young ladies and stifle Boko Haram said yesterday it didn't trust Salkida's claim.

Brigadier General John Agim, the representative for the DHQ said the report was intended to demoralize the administration from protecting the young ladies.

Salkida said kidnapping was not on the plan of the Boko Haram guerillas when they set foot on Chibok on that game changing day in 2014.

His words: "Four years prior, a center positioning BH officer drove many contenders looking for sustenance and different supplies in the remote town of Chibok. Like a bit of hindsight, they saw an opportunity to snatch school young ladies in GSS Chibok. The young ladies at the time were getting ready for their exams.

"The many BH warriors confronted no resistance amid the kidnapping, as they attempted to pass on their prisoners to the backwoods of Alagarno, the extremists' first war capital, which they named Timbuktu. It was in Timbuktu that they sorted out the greater part of the loathsomeness we encounter today.

"A portion of the young ladies were fortunate to have gotten away on their approach to Timbuktu that night, on the grounds that there were less warriors to hold in excess of 200 young ladies. Toward the starting, the gathering didn't realize what to do with the young ladies, at any rate, not in the first month of their bondage.

"In any case, what numerous individuals did not know was that two weeks into the kidnapping, the Jonathan organization was at that point in contact with me for the serene arrival of the young ladies. Incidentally, I was in self-oust after weight from a similar government.

"I took a reason where I was completing a modest activity in the UAE (yet at the same time revealing the rebellion), to see the president, which was encouraged by Aliyu Gebi and Labaran Maku. By the third of May, I was at that point on my way from Abuja to Madagali, Marwa lastly to a BH camp.

"I got a proof of life for the president and another for the media on the off chance that I didn't get back. The requests of BH at that point were straightforward: they needed kept individuals taken to Damaturu and they will move the young ladies to Buniyardi for swap some place in the middle. There was no word on recover.

"I was furnished with full military escorts from Abuja to Damaturu. Government should ensure that 70 prisoners were prepared on my entry in Damaturu to meet 30 there. Whatever is left of the arranging group was in Abuja ensuring the detainees were on a plane before my entry.

"On landing in Damaturu, the military authority there was not informed about my work. He was simply advised to expect a VIP? Around then, the young ladies had been moved by Boko Haram, yet there was no detainees for trade and I got a call from the previous CDS (head of guard staff) to prematurely end the task.

"The president later said before me that he didn't cancel the swap. There was a tenable window, yet zero will to save the young ladies. BH were irate. I came back to the UAE to proceed with my hustle, however got solicitations by the previous organization, as well as the present government.

"Four out of five procedures that I was engaged with, we approached a swap bargain, however government, in many cases, did not furnish the stage I gave the required ability. What's more, at whatever point government dawdled, Shekau would move the objective post.

"I proceeded with my giving an account of the emergency, frequently reproachful of government and BH, with the two sides raising concerns. For me, I am a correspondent before whatever else. Numerous authorities consider me as some person who was excessively free disapproved for a procedure that should be covered in mystery.

"Government started to search for other options to finish up what I had begun and my previous messengers ventured in as the essential 'mediators.' It was a break for me since it is never again arrangements, however unimportant exchange. Another reason was my request that the procedure must be trained

"I was a prickle in the substance of our pioneers with my counter claims of authority accounts. A day after I solely discharged a video of the young ladies, something I had v done before, I was announced needed by same military that furnished me with escorts and military air ship for assignments.\

" I was flabbergasted to learn later that the terms that saw the arrival of a portion of the young ladies was troublesome than what I exhibited, however as my companion will state, regardless of whether we think of a cure for growth, the war economy and elites would preferably kick the bucket than acknowledge a cure from a talaka.

"Today, my meticulous examinations on the #Chibokschoolgirls uncovered that only a modest bunch of the 113 #ChibokGirls are alive. A significant number of the young ladies have passed on because of cross flames and bombardments of the security powers that no uncertainty were determined to saving them.

" I lament to state here that lone 15 out of the 113 #Chibokgirls are alive today, in light of my examinations over the most recent 3 months and we have just observed some of them in a video, which I only acquired and was distributed on SR site.

"What is the status of the rest of the 15 young ladies to the extent arrangements are concerned? My examinations likewise uncovered that, they are not any more under the control of #AbubakarShekau. As indicated by sources, they are currently 'hitched' and just their 'spouses' can choose their destinies.

" If they are separated or the men are slaughtered that is the point at which Shekau's choice outweighs everything else, and in this case, since the young ladies have been inculcated, their pioneer has no privilege to consult for their discharge, regardless of the payoff offered, dependable different sources said.

"It will be horrendous to share the names of the 15 that are alive here. This is the obligation of government. When I was included I consistently gave verification of life. Government must request that to demonstrate me wrong or quit consulting for a large number of the young ladies that don't exist.

"The mystery around the state of the #ChibokGirls and latest #DapchiGirls catastrophe by those included is the reason individuals like me are good and gone. The reality remains that under the current conditions there is NO space for peace settlement.

"The exit plan for these young ladies, is a military safeguard or consult with singular captors to discharge their 'spouses' as a byproduct or the like of arrangement, yet this will mean demise to these warriors on the grounds that the fear amass now observes the young ladies as their very own major aspect and must be ensured.

"Why there is almost no data about the young ladies and both the guardians and campaigners are oblivious? Since government opposes autonomous announcing of the emergency, a large portion of the reports are arranged and Nigerians are additionally not prepared to hear reality or remain by it.

"I've taken a chance with my life and that of my family previously and even now, to recount the story, as well as to assume the part of an arbiter and certainty discoverer. Be that as it may, when the FG discovered choices, my penances got an official mocking and I am being harassed.

"I hold no other expectation of doing this than the need to blend a civil argument to request more bits of knowledge and convey conclusion to the guardians. The country must not come up short you from protecting your girls and furthermore neglect to disclose to you reality.

"My sincere sympathies to the guardians of the close to 100 that have died or have not returned home and obviously not with their captors. In any case, you should recall forget that your little girls were more grounded than whatever is left of us that couldn't accomplish more to turn away this fiasco."

Responding, the previous evening to Salkida's cases on the Chibok young ladies, the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, yesterday said the Presidency didn't know that exclusive 15 out of the rest of the Chibok young ladies are as yet alive.

"In the event that there is any data he has concerning the rest of those young ladies, he has, up till this minute not moved toward the administration of Nigeria with it. All press enquirers regarding the matter ought to subsequently be coordinated to Mr. Salkida.

"The certainties as known to our authorities and the universal contacts helping this procedure are that the rest of the Chibok young ladies are there and we are not yielding on getting their discharge.

"As expressed by President Muhammadu Buhari on Friday, the administration isn't yielding. We will proceed to endure, and the guardians ought to please not surrender. They are likewise prompted not to lose confidence in this present government's capacity to satisfy its guarantee that the young ladies won't be deserted or overlooked."
